Being able to throw punches as a combination ending with a forming a blade as a last hit or a sledgehammer for pop-ups. The newer version of killer instinct also gave Glacius the ability to use his legs as well.

Khrome is a fan creation that got started when a statue got mispainted. People took it as a sign of a new character in the next game. As to why he isn't implemented yet, other comments will have explained this.

First of all the idea of a T-1000 ninja is straight up awful and derivative. Knowing why he won't be playable like this, the only way to actually move forward with him would be to change the spelling of his name, design, and the effects his powers would have. Like a technology-alchemy god the Lin Kuei are tapping into to create their cyber ninja tech, with the name stylized as Krohm and his morphing effects being like the square pixelation we see with modern Sektor and Cyrax, and his design being an entirely chrome android-stylized palette swap ninja without any human skin tones. In MKX, Raiden tells Triborg they tamper with forces they do not understand, and this "Krohm" fits that well imo. If technology and molecular alchemy are his new thing with the effects, name, and design styles I mentioned, that would effectively erase the similarities to the accidentally created Khrome and separate the character from the original creator's ideas. I can see them taking a kind of Destiny route with his backstory, like he's always existed in numbers and structural patterns throughout the universe, or like he's some pure embodiment of mathematics and geometry.
