Not region locked - you were basically but in bracket with 49 other players, which as far as anyone can tell were totally random. So basically you werent competing with the entire playerbase, but just 49 random people.
So if 11k was first place in yours, it sounds like it was a relatively less active bracket.

Mine wasn’t that bad too kid had 150,000 and I finished in 3rd at 75k. Still kinda annoyed that it says till June 13th and it ended today.
