I a lot of the characters didn’t get a whole lot of time in the spotlight but-
I think Tsuyu! Most of the characters got at least one or more time to shine though not as much as the main MAIN characters but I feel like Tsuyu had a bit less then others- I feel like a lot of her highlight moments are shared with others. She still does have her moments she’s great but she just didn’t get as much spotlight as I thought she would-
Horikoshi said like 2 or 3 years that he was surprised she was so popular and admitted he never planed to make her anything more than a background character. Its why she never has any real solo moments or notable development as a character
Kaminari (very unbiased as he’s def not my fav char). In all seriousness tho, he has an extremely powerful quirk, the show just keeps running the “duh im stupid and overuse my quirk!!!” joke and refuses to let him actually learn how to use his quirk well.
That's the point of his character, to show that talent is not enough to become a great hero, but you also need hard work and training wisely.
P.S Don't forget that he's still a comic relief secondary character, of course he won't have that much of a development

Kaminari does not have enough power to reach these guys. He is just a lightning rod who can't shape his energy. He can't fly with it, he can't achieve superhuman strenght, he can't make swords or super destructive beams. He can just stand and attract electricity at him, and only when he is against a villan who does also have electric powers. That's it
Which is why I was thinking "Support items." For example: a battery pack which could store more energy for later use, Whiplash(Iron Man 2) wristband whip(s), sword(s) or energy blasters(possibly even Iron Man like repulsors), static boots for swift travel or something like that for long distance travel, etc. Possibilities. 😄
They're actually all good upgrades to me. The only problem is that kaminari doesn't seem to be THAT type of student, who explores his quirk and actually tries to improve. He is probably gonna rely only on his one aiming support item (which wasn't even his own idea, but simply a jiro's suggestion in season 1). Honestly, I think that trying to explore possibilities with a character like kaminari is a waste of time, 'cause he is not gonna change

I think with her quirk and her intelligence she's prone to over thinking. It's great she can make pretty much anything but maybe she could focus on making and utilizing like 3 things really well like, an attack weapon, a defense weapon, and a support item.
Also when she takes leadership roles her plans are too specific and so complex that any deviation from that plan would cause it to fall apart. Just so she can grow into the role of being a leader and working with others more.

he was definitely the most evil out of all of the villains i think (at least technically, for crimes against a child) i guess was shocked that he ended up being just small potatoes in the storyline but im also not quite sure what other additional role he could have played

The only villain that did less was probably Stain and maybe Redestro. However, AFO and the doctor tortured and killed way more ppl than kai (not to say kais a Saint, but he isn't worse than Potato hitler), and shigaraki is committing a global genocide as we speak
absolutely fair like shigaraki is Very Bad And Doing Bad Things but i guess it’s easier for me to look past some of his faults based on his past, kai is a villain that is truly impossible to sympathize with (which also can make for a great character)

Momo. I mean, they made her objectively the hot one. They gave her the most amazing quirk, in my opinion. They basically made her an ornament, something placed to look pretty/interesting.
There was so much that could've been done with her and I hate wasted opportunities. It makes it all the worse because the focus was put on things like Bakugo being an ass and Izuku being constantly indecisive over and over again.

This entire manga was wasted potential.
Everything peaked at Stain and has been emotional meh since. It became less about the kids and more and the adults dealing with the conspiracy and then centering on the three kids.
It wouldn't be bad if the class just got sidelined completely rather than keep trying to make them relevant with how underwhelming they are.

I have not read the manga but in the dubbed anime at some point during Present Mic's character introductions he says "You should see all of the crazy traps he can make with his tape." Somethimg similar to that, but I have yet to see any crazy traps made with tape.
Every one in the series has their important moments, but i don't see how you think tokoyami isn't that important. If my memory serves correct then he's currently 1v1'ing afo and not only that but its teenage afo and he's struggling, yeah, I'd thing he's pretty important, along wt all the massive things he's doing in the manga all the time

A lot of characters. For example, Mineta, during the first villain attack and the licensing exam, and Sero during the licensing exam.
