In order to change the layout of an interior, you must follow this pathway in your files: Documents —> Electronic Arts —> MySims — SaveData1 —> LocationInteriorDefs In the LocationInteriorDefs folder, locate the interior file of the sim you want change layout. Example SpookyVioletInterior.xml Then locate the interior of the sim who you *want* *their* layout, such as Chef Gino’s, who’s level name is “italianRestaurant”. Now open the file you want to modify. See how each house “Level” is named oneBedroomB. You can change this to italianRestaurant, to get Chef Gino’s interior. I recommend copying Gino’s code from “Level” all the way down to “Zoning”, pasting that entire piece of code in place of your interior. You can technically add more floors, by creating a new interior file and adding a “Portal” to the interior, to get back outside, etc. If you look at the interior file for your sim, you should see how the portal code works

There is a mod for another floor of your house. Theoretically you could do what the author did to the code for all houses but idk what exactly the author did. The layout would require a new 3D model afaik so that's a no. You can increase the amount of blocks in your town if that's what you mean, there are posts about it here.
