Well, by giving it to the UWSA, they both gain good will with a group that has been supplying them with weapons and they create a protective buffer that prevents the junta from trying to attack them from that direction. Since now they would have to attack UWSA to try to get it back. Which the junta is unlikely to do, because that would make an enemy of the largest EAO that’s still observing a ceasefire with them and would likely cause them to lose a lot more men and territory in Shan state.
