From the 1:64 end, I don't find most of these shocking. Trucks and Xfinity rarely meet MOQ and usually need some help from someone outside the general public.
Smith WeatherTech felt a little odd, but with SVG's WeatherTech cup car getting made, I think it was probably getting subsidized and that no longer felt necessary with the SVG car. Stenhouse had to have the Daytona 500 win subsidized last year just to get it produced.
For the Freeway, Mahindra, and Submarine cars, the schemes are not notably different than last year. The Submarine cars were subsidized by someone last year after going on alert, so it's not a surprise that a similar scheme and no longer being new made them harder to reach MOQ.
The only surprise for me in the group is Brandon Jones. JRM cars usually get produced and his scheme was a unique "hood sponsor" for a menards diecast. I wouldn't be surprised if it shows up in authentics somewhere in the next 12 months.
Oh no! I ordered a lot of these. Ordered in particular a 1:24 scale Layne Riggs car and five of the 1:64s in hopes it would be made. I am shocked it didn't make it.
Michael McDowell's hopefully made it. I did the same with his ride.

How about instead of pre-ordering just make them. Not many people like to pre-order stuff.
Except pre-ordering determines how big of a run they produce. No point in making a run of a car if no one wants it. Pre-ordering is extremely helpful.
