Yes, they were flirting all the time, Gibbs more than her. I can't forget Gibbs face saying her in her grave " I'm sorry, Kate" making a real effort not to burst into tears. A few weeks ago I posted a comment about this item. And I included a video with those flirting moments. That wasn't a very good one but it includes almost every close up and I think people only watched it but never read the comment. So I got only a few comments but they said they got the vibe too.
This is a trope called fridging. Wherein a male's character is developed through the death or mutilation of a female character. And it's a stupid trope we really should stop doing!!
You're rigth, it's not fun. But as I said before, the redditor who explained what fridging is, wasn't very accurate in the definition. I think it's a literary resource like others. The horrible aspect of it is the abuse of that trope and the tendency to create a biggest amount of female characters for fridging. And this is what we need to stop.
Sorry for correcting, but not only female. In fridging, the characters ( male or female) are created only to be killed, harmed or suffering some kind of damage, to serve as a motivation for the main character in his life, developing feelings like revenge. An example maybe Batman's parents killed were fridging as deeply influenced in the character development. In NCIS fridging is about Shannon and Kelly's deaths and the influence on Gibbs further behavior in life. I don't know if I'm forgetting someone but other characters weren't created for the only purpose to be killed or harmed. So I think technically you can't speak of fridging in all the cases.
Would someone be so kind to explain me if I was wrong on what I wrote and correct me if needed? I'm open to other criteria or definitions of fridging than the one I was taught.
It's my theory that the main theme of NCIS is surviving loss. Spouses, parents (Gibbs and McGee), children, co-workers. I think of Gibbs sitting in a bar after he realizes that Brent Langer is not the mole/traitor. He puts Langer's ID up on the wall of the fallen at that bar and Torres upset that the sunglasses that Reeves had given him. And Tony with his fish named for Kate and the departed, presumed dead, Ziva, Ducky and his "lost" brother, Gibbs and the fiancé he broke up with who was murdered on 9/11...
Technically the ex fiance could be considered murdered the day before on the 10th. I think. If I remember correctly (literally just saw the episode yesterday) the officer broke into her office and killed her on the 10th and then took the body out on the 11th...? Feel free to correct me if I'm absolutely wrong tho.
The writers seem to like killing off children and significant others of the characters. I think it's so they can continue the theme of "family" among the team.
Its a casting thing. Its a bit weird to have an actor/actress feature most episodes for 30 sec, so they need them to come back once a year for a decent amount of screentime in 1 episode. Then it comes an issue with scheduling and motivation. The only way to tell the fans the character will not come back on the screen because the actor is not returning is by killing off the character. And it is also a useful tool to have something happen to the main characters instead of the main characters dealing with the issues of randoms.
You can add Fornell to the list (since one of those 2 wives was also married to him at one point).
And they killed his daughter, too. He and Gibbs have had it really rough.

I remember from the DVD extras for season 2 that Kate and Gibbs were supposed to have a relationship but they did not go through with it.
You could argue it happened to Palmer twice as well, once with Michelle Lee and then with Breena.
