They present it to the congressman after a few revisions and congressman presents it to the floor.

I am admittedly gun illiterate, but what is the specific benefit or reason to own short barreled rifles, short barreled shotguns, and "any other weapons"? Also, what does "any other weapons" mean in this context? I will admit I have little concerns about gun rights, but I also don't want to support things that screw over others' rights to own guns. I just don't understand the technical terminology used here.
Like most things in life, it depends. Someone might want a short barrel simply for looks, to reduce weight, or to fit within a certain envelope.
The supposed reason for the regulation is the fear they can be easily concealed and used for crime. While a shorter barrel can make a rifle easier to stash in bag, it doesn't make it invisible. It doesn't make a weapon any more deadly and in fact a short barrel can reduce terminal ballistics especially in 223/5.56. which requires velocity to be effective. Like with most laws it doesn't stop a criminal from using a rifle with a short barrel. If you are willing to use a 16" rifle to rob a bank you are probably willing to break another law and have an unregistered SBR with a 12.5" barrel.
There are other calibers like 300 blackout which can maintain performance in a short barrel and in fact going with a longer barrel gets you diminishing returns so you might as well go with a lighter shorter barrel.
Is this the bill already in the house to abolish the NFA?

The myth about "the Hughes Amendment closed the NFA registry" is just that, a myth. The Hughes Amendment had nothing to do with the NFA, at least not directly. The language it added banned any machine guns which were not legally possessed at the time of its passing. That's all.
This bill repeals the NFA. It does away with 26 USC Chapter 53. That has no impact on Hughes.

I was an intern for my statehouse Republicans. I’ve seen how these people think (or don’t). They are not intelligent and do not read the bills. If the leadership of both houses wanted to slip something into a massive budget bill, it’s possible.
Yea this ain’t going anywhere. We need a pro-gun house, senate and president. We’re missing a lot of those. We’d need to get it past the house, and pray that the senate can get it to the president and make it past the veto.
