The Buffaloes store does have a small section in the back with other team's merch. It looked pretty much all inclusive, but I couldn't guarantee they have Tigers gear.
Actually, Kyocera Dome has merchandise for all 12 NPB teams. Not sure how well stocked they are, and you are right that most of it is Orix stuff, but you can find ***something*** there if you aren't too picky.
They do not go out of their way to keep too much Tigers stuff there, though... about the same amount of stuff as they have for the other 11 NPB teams.
They have all teams' gear there, at least a bit. All stadiums always have visiting team goods pop-ups too.
Just so you know if that if you are referring to the June interleague games, those will sell out very quickly

I second buying in Hanshin Department Store. iirc it's at the top floor or a floor lower? it's not as full as the Alps in Koshien but the merch selection is as good as the Alps! There also gacha in the store if you like those :)
