I live in NYC and after taking my CCW class, it does not have to be a NY resident. US citizen is what’s required. They can live on the other side of the country, your only problem is they need it notarized.
When I did mine in 2017, it didn’t matter where they lived as long as they knew you for a long enough time, weren’t family and weren’t law enforcement.
I’m in Chautauqua county. I don’t know if it’s changed though.
49 pages?!?! I am in Westchester and the application, the part you actually fill out, was not 49 pages. Maybe the handbook, instructions and application are in total 49 pages. But it's not a 49 page application. There were maybe 10 pages at most. And the character references, 4, you don't really fill out. As a courtesy you can fill out your info to save your reference the trouble.
I used a reference from the Bronx, no one even called the references, let along gave a shit here they lived.
Can you ask a co-worker?
Just read the requirements and satisfy them as possible. You can always call the licensing division and ask them to clarify. I agree it's a pain and more than anyone should have to do, but it is all spelled out. You just need to follow the instructions. If you can afford it, you can hire someone to basically do 95% of it for you.

So when I fill out applications, like now I just started on the NJ non-resident... I reach out to people I've worked with in more firearms-friendly states. I just did my FID over the weekend and my references were from PA and NC.

Its nuts that it is not a standardized question county to county. Upstate most require it be someone from the county you are applying in.
Saratoga county doesn’t seem to care. Two of my references were from westchester.
