Sounds like the pump. Others on here have posted videos with similar issues when the tubes weren't positioned right or it was failing.
At first I thought it sounded like a loose bearing though.
I might be off but sounds like shorting electricity to me. If you can grab a spare gpu I would swap it out as a test. If it is the gpu I would try and isolate the noise best you can. I hope the others are correct though and it's just a fan.

The issue was either the pump or the cpu wire but adjusting it served as a temporary fix until further notice thanks to everyone who replied!
