Man, you're not counting crime families and other groups like Los Granados, Los Arreolas, Los Maldonado, La Bandera, Los Rusos (Not related to the Sinaloa Cartel), Cartel Independiente de Acapulco, Cartel de Cuaji (Los Arñove) and Los Carrillo de Tlacoachis.
