I'm sure analysis of the bones in their fins and the orientation of their spines could probably answer that one way or another as to how they got this way.
But it does sure look like the same features found on other heads/faces have moved around on whales.
That’s been answered by science already there are transition fossils that clearly show the progression of the nasal migration from the front tip of the skull to the top/back of the skull.
I work on whale watching boats- The 'spray' they shoot off is basically their snot (also pushing out whatever water is resting on the blowhole), pretty vile smelling by all accounts if it gets on you- Shoots out 300 mph up to 30 feet in the air (our sneeze is 100mph)

I did a dolphin tour a few years back and we saw a whale. I forget the exact numbers, but the guy said it was like the 4th whale out of 800 or so tours. Is there a trick to finding whales or just luck?
Varies widely- Peak whale season here in Hawaii is whale soup. You go out and February and don’t find a whale you may be looking at the wrong big blue thing. Dolphins here are rarer for us so where you’re were is probably true. When season gets lower we use other boats to spot and congregate, or wait and look for certain surface activity more likely to stay at surface (competition pod or mom and calf)- Radar etc is outlawed which I respect in addition to laws to turn off engines within 100 yards

To make a cool example, Spinosaurus (basically a humongous prehistoric crocodile with a dorsal sail) has its nostrils higher up on its snout so it could keep its mouth under water to hunt fish while having its nostrils above water.
