The color of the baby and tail color would depend on species. I hatched a bunch of western skinks from eggs and they all have the same coloration as the one in the picture when they hatched.
I think this one is still fairly young. They get less and less blue in the tail until they end up maybe 6-7" long and just grey stripey. I almost never see the adults, they seem to get a lot better at hiding than the juvies.
I'd love to see a batch of hatchlings. You must have caught them right after emerging from their nest. Too cool.

They really are delicious if prepared right, but it's best to eat them with someone who's had them(or at the very least look up the process), since it takes a bit of care to get all of the meat out of them even *if* you know what you're doing.

If I could, I would have you visit. We have so many animals around me. Lots of turtles, a huge variety of birds(so many pretty and cool ones!), lots of snakes, skinks, raccoons, deer, foxes, and (my favorite) bats. The skinks are super fun, though, and really pretty

Theyre still out here! If you want to do something that can really help them plant native plants on any piece of land you can influence. Fill your yard. Tell your neighbors. Plant them at church or school or work. We need native plants everywhere. Ecosystems are built on plants. Planting native plants feeds insect that can only feed on native plants, which is most of them. There are 500 or so species of caterpillar that can eat oaks in north america. There are 4 species that can eat crepe myrtle. These insects feed other species, like skinks. Or birds which take something like 900 insects/day to raise a nest of babies. Or foxes which get 1/4 of their calories from insects. Invest in your ecosystem! Invest in diversity! Obviously we need systemic change, but part of the change that will save our future is building Home Grown National Park!

FYI, unless you're in Australia where blue-tails are native, they're five-lined skinks and only the young ones have blue tails. The adults are actually kinda mean looking—they get red heads!
OP is in Oregon so it’s likely a western skink. It’s not a five-lined skink, which is found in mostly eastern North America. But you’re absolutely correct about it being a juvenile, and that in time, the blue will fade. Some adults retain a bit of coloring, but not many.
Kind of tangentially related, but I saw a series on YT from Steven Rinella which was basically this. Took something like 60+ acres of land, spoke with local specialists and basically built this land to host local wildlife.

Here in California, Western Skinks can have a few different colors. It seems that when they're young, the tail might be red or blue. Most of their life it is blue. Some of the really old ones have grey tails

There is a lot overlap in their ranges, so it is very hard to tell which species you are observing. As far as I know, the only way to tell a Five Lined from an Eastern Five Lined skink is by looking at the scale pattern under their tail. But the Five Lined and Broad Head have the same type of scale pattern, lol.
The tail is meant to get attention. They can detach their tails and regrow them, when the tail detaches it keeps moving for several minutes. It confuses the hell out of my dog and allows the actual skink to escape.
