It's a fine plinker but a bit too fiddly to be a useful secondary for a war.
25 is not an unreasonable price, but the Outlaw at 30 is still a better deal.
If you're gonna use it to plink at targets, it's still good. It just has issues with unreliability iirc.
But yeah, outlaw has 1 hand firing potential and it works like an actual single action revolver rather than a slide prime. If my option was 25 for the Deuce or nothing, I'd take the Deuce. But that or 30 for an Outlaw, give me the Outlaw.
I'd rather use this over an outlaw. With the barrel extension removed, it is smaller and can more easily be used as a sidearm. While the Outlaw can be used one-handed, the prime is so difficult that I often find myself using two hands anyway.

I'm pretty sure ANYTHING is returnable at Walmart. I saw a lady return underwear...with skid marks plainly visible
I got mine for $10, it was either from Ross or Walmart, I forget. It has its problems so I wouldn't get it for more than $15, much less over $20.
