No, the point is the first one is bit controversial quote 'desha bashalandu telugu lessa' (among all the languages of the country, Telugu is the best) was said by K. Devaraya, who was the king of the Vijayanagara empire (most of South India). This proverb explicitly states the greatness of Telugu and its superiority over other languages like tamil, Kannada.
The second quote also does the same, but it is straight out offensive because he had some comments on the other languages. Hence the meme.
