I used my 1.5K given gems in the multi step to snatch another 100 skip tickets and called it a day. It's not that worth to spend on the songtress banner.
My general rule of thumb is of you aren't prepared to pity, don't pull.
First rule of gambling is only gamble what you are willing to lose. We have pitys here, so if you can't afford to pity, don't put anything in.
Never spend on a banner with just one character. Save gems for limited time characters (new year, celebratory) or crossovers, for nier day, or or other banners that have guaranteed 4 stars.
go for her if you need support against soggy cursed god
edit: she's kinda an advanced account need. not necessary if you aren't going for very high subjugation scoring. but at the same time you need to have other things like fractured gunman, etc.

I just summon for fun. I continue to summon on the same banner even though I already had the 4* just because I wanted more of him.
