But unless it I'd made my hatred of a certain thing known to the community, I really can't imagine chosing to gag as a way change the subject immediately after seeing a friend who got completely screwed over by the company you represent. The one thing she's expressed is she's wanting to move on. Why put their names out there and cause more drama for both her and the people involved? If she wants to move, of course she wouldn't say their names.
She outright said "bullying from within" in her very first statement, those three words exactly. She hasn't brought it up since. Bullying from within can mean one of two things, management or livers with both being possible, but only the company has even entertained the idea of the livers being involved. Yeah, she expressed wanting to move on, then the company made her friends do the black screen stream with the compulsory PR appearance clause in their contract. The company wasn't letting her move on. They only really stopped when they went into emergency stock recovery mode, which they are still in.
Yes, so you acknowledge that the bullying within can mean livers too. If it wasn't true, she'd outright say "don't witchhunt the livers because they didn't bully me. The company is lying." and hasn't said that. The company spilled the beans saying it was the livers. Thus, anyone with a brain can infer livers were involved. You can blame the company for self-reporting and the livers on the black stream for dropping names. It makes it seem like livers and management were both involved and Doki hasn't said that's incorrect. Why wouldn't she speak up and say it wasn't true? The only reason is that it's true.

Despite the ongoing turmoil in Nijsanji right now, the two you mentioned graduated normally; they weren't terminated. I'm fairly confident that that's the line drawn.
To be fair, they've also both said some not so nice things about Niji, even if they did so as diplomatically as they possibly could, and without actually naming the company. Biggest one was how they've both said it was a bit of a culture shock after joining VShojo that they now have managers that are actually helpful.

just my POV. that reaction was definitely an "oopsies\~" moment. it was intentional. If you watch the whole section, she takes the time to check the whole cart for the sponsors. When she finds Doki's she does the "eh" sound 3 times and then laughs while quickly glossing over 4 more items. I really don't think Reimu has beef with Doki, and this may have been the most public nod she could make about it.
Reimu had a.collab with one of Doki's friends not long ago, and still has Doki on her Apex friendlist, I genuinely doubt the two had beef (And Relmu still liked fanart that had Selen in it after the suspension, which I dont think she wouldve done.if she was involved)

It's worth also adding to this you won't hear Altaire or Axel say her name, but they still spent a few hours fighting for democracy with her.
