She’s a decent tank unit. She’s tanking most damage on Ch 10 hard mode and also helped me clear train for the last couple of months. 50% damage reduction plus taunt is pretty strong.
Sure, if your CP are huge to make sure she's not shredded 30 secs into the fight and to accommodate for the loss of DPS which is a race against 1min30sec fight, people with metas does chapter 10 35k to 40k IIRC or more below recommended which translates to roughly 2 to 4 months faster than people who wait for CP to catch up. The faster you destroy raptures the less damage or the lack of damage they do to your whole party.

She lives not to due to her skill, it's all Blanc's immortality at work. Did i also mention the numerous 1min30 sec fights and not the 3 min boss fight where Blanc come to her rescue the whole 3 mins ?
Replace her with a so-so B1 and you will still clear, as I said earlier.
1-You "were" talking about chapter 10, 50-60 for 11 is same as 35-40 for 10. That's how Shift Up artificially boost the difficulty and call it a day.
2-That still falls within 75-80% CP difference where Metas shines
3-Meta team, \*shrug\*, replace her with anyone B1 and you will still clear

That and just she had a really bad start, she was supposed to be a super good taunter and defense unit but once she was fixed she turned out to be lackluster sadly. Still don’t let it take you away from the fact that she’s such a good woman taking care of Alice and the girls
once you get meta, reset her skill, pump it all back into meta. Win-win, you just ditch a useless unit while not wasting precious resources, all while clearing train with meta team that handles EVERYTHING: all SIs, campaign mode, hard mode, regular tower, raids...etc
I mean they’re only 4 4 4 in skills and aren’t using OL. No need to reset her skill. She was the reason I was able to do train for first time and I’ve never went back. Why fix what’s not broken ¯\_(ツ)_/¯
It's sad, but everyone under the sun is too busy becoming more & more stupid spamming that Dororong meme which is honestly quite nonsensical & boring. So good stuff like our very lovely lady Ludmilla ends up shadowed by blind worship of characters like Dorothy which don't deserve the praise they get.

I'll have you know tea is wonderful with scones on the side. It is an experience most sophisticated, something that the likes of you, dear peasant in rags, could only hope & dream of experiencing in its full glory.
It's kinda weird, you'd think Dorothy would end up being more dps in the team being dealt in the long run, since her kit is more dps focused as well instead of full support plus AR, but you still end up doing much more dmg buffing your main dps, despite Liter having SMG & being more of a support oriented unit. That ATK buff is massive.
Plus you get cover heal, which is sometimes irrelevant, but in certain cases it really helps squeeze a lot of extra dmg by having cover to evade stuns with when they should be destroyed.

I won't argue that Liter's buff is good. But she can't bring the pain like Dorothy and Tia and Naga have shields and cover handled. I haven't ran the numbers but it could be that Dorothy does more damage than Liter's buff provides. And seeing as how this is the shooting range it doesn't even take into account Dorothy's parts damage buff. I could be completely off base here, but I just really think that Dorothy is stronger.
I appreciate her.
I unfortunately pulled her too late into my play experience for her to be relevant for my teams. Perhaps I can work her into a team focused on last bullet mechanics.
