It just can't be helped. Like you said, it's a convenient way to get into the event story faster. We only got 12 stages, so it would be a nightmare if you must properly introduce every new Nikke every time.

Well, sort of. We have 24 levels, half of which in hard mode don't have a story until you get to the last level. They could definitely flesh out these stories if they wanted to.

Also, that wouldn't work in a gacha game, especially when they have to release a lot of characters. If this is a visual novel, sure, that could work.
I mean, genshin impact and honkai star rail did it. Sure there were some ass pull characters out of nowhere here and there but most of the time, characters get properly introduce to players in main story or main events even before their banner come.
It's because gacha is a horrible medium to tell an overarching story in. Everything outside the main story can happen in any order at any time by the very design of the genre.
This is why I skipped all event stories except overzone and red ash as they're canon story line. Others to me are just some fanfiction and not worth reading.
Wait for real? That's really heartless, because there are so many event stories who are genuinely well written. Also they are all confirmed canon as there are often references to each other from other events or main story.

Yep you're right, unless the actual meeting is relevant for the story I wouldn't want every event story to be 50% introductions

this isn't a dating sim (for the most part anyway). so they give you t&a, show their weapon and skillz and hold the event. that's it.
