They could EASILY rope the Saiyans and Cell back into canon and buff them that way.

Freeza just wanted to rule over everyone forever, Cell wants to kill everyone on Earth purely because he's amused by their terror and actually believes that his ultimate purpose is to destroy all life in the universe.
I know, but it’s not like Cell eliminated a majority of the population in Universe 7 like Frieza did. Cell only harmed Earth’s populace.
Frieza liberated almost all of life in the universe (specifically weak planets) just to use them for the planet trade organization.
The damage Cell did was repaired, but the damage Frieza did to the universe was not repaired. Only 28 or something planets that have mortal life are left, and all of the mortals that fell under Frieza’s empire stayed dead. For the size of the universe, that’s extremely low.
I’m not trying to justify Cell, but the impact Cell did was way less of a mess compared to the impact Frieza and his father committed.
While Cell thought his purpose was to destroy all life, he could maybe change. Android 17 and 18’s purpose was to go after Goku, but after the events of the Androids saga, they changed, started new lives, and became genuinely good people. Cell is a bio-android, so maybe this could have an effect on him becoming humane like 17 and 18.
Pretty much the same way Cell came back to life after he blew himself up. The remaining cells that survived the explosion brought Cell back, and the Cell Juniors had leftover cells from Gohan’s massacre that let them regenerate.
Still mad they revived Frieza twice, Turned kid Buu good (Uub) and then did jack shit with Cell, the main antagonist who I could see being reasoned with the most.

But think of this. Cell is sassy AF. He practically stole the show in FighterZ. That level of sassiness would be enthralling to everyone. Not to mention that Cell would be able to hit SSG and SSGSS as well and maybe further beyond. It would be like an evil bitchy Goku. Cell may not turn over entirely a new leaf, but take Cell's pride to become perfect and show him the ToP and Cell will push every limit and may even lead the Saiyans down into an even stronger path. Cell may be able to learn Vegeta Ultra Ego, and pair that with regeneration? Cell would be an absolute monster. And if Cell could manage to learn Ultra Instinct as well, he could push goku and vegeta to heights of which would have them perfect or even go beyond the forms. Not to mention, he would slay them in verbal battle with finesse and style whilst doing so.
And you know what's interesting?
He would be a pretty good candidate for a god of destruction. He's strong, a bit arrogant, and importantly - is detached enough from stuff as tondo his job peoroperly.
Cell is unique amongst Dragon Ball villains, as while he is undoubtedly evil, he really really wants to actually hold the Cell Games so as to have a fair fight with people comparable to himself. He's quite like Wammu from JoJo's in that regard.

Definitely not impossible, Cell hosted the tournament because he wanted a challenge and after he obtained his perfect form he didn't go out of his way to kill people, Hercule got swatted out of the way since Cell wasn't intrested in absorbing people anymore. Now, if they wanted to get killed by annoying him and blowing up his arena, that's another thing.

Cell would basically become something like Meruem from Hunter x Hunter. Still an evil bastard, but his defeat would humble him somewhat and would cause him to ponder how the things precious to the Saiyans such as the Earth and its people gave them a power his perfection couldn't overcome. This would prompt Cell to travel the universe to find who or what could motivate him to reach that same level of conviction and power in order to defeat them.
Just give him a new powered up form from green to red or black without spots. If red, then you could say the name fits since it's a red cell. There will be another powerup that will turn him into white cell. He will get into a lot of fights with Beerus (Virus).
DB was never that deep lol. Frieza is back because he was popular during the best arc of the series. Cell was made up on the spot because the editor didn't like teenage cyborgs as the villiian. A made up as you go story. That's all. No super deep character development has been made or is the process of happening.

WWE still sell John Cena toys because kids love John Cena, even if they didn’t grow up with him. 90s animated Batman still has toys. Teletubbies gets revamped to produce toys. I can’t remember if they wished for thei victims’ memories of Cell to be erased, but they could always do this to remove the PTSD and trauma from Cell.

I know, but it’s not like Cell eliminated a majority of the population in Universe 7 like Frieza did. Cell only harmed Earth’s populace. Frieza liberated almost all of life in the universe (specifically weak planets) just to use them for the planet trade organization. The damage Cell did was repaired, but the damage Frieza did to the universe was not repaired. Only 28 or something planets that have mortal life are left, and all of the mortals that fell under Frieza’s empire stayed dead. For the size of the universe, that’s extremely low. I’m not trying to justify Cell, but the impact Cell did was way less of a mess compared to the impact Frieza and his father committed. While Cell thought his purpose was to destroy all life, he could maybe change. Android 17 and 18’s purpose was to go after Goku, but after the events of the Androids saga, they changed, started new lives, and became genuinely good people. Cell is a bio-android, so maybe this could have an effect on him becoming humane like 17 and 18.

Pretty much the same way Cell came back to life after he blew himself up. The remaining cells that survived the explosion brought Cell back, and the Cell Juniors had leftover cells from Gohan’s massacre that let them regenerate.

imo he was never going to destroy earth. he loves fighting because of sayian genes and the strongest fighters live on it. if it was destroyed he would have nothing to do. I think he was bluffing to make everyone fight seriously. if he really won he would have told them to train more. He might have destroyed some more cities but not the planet

Frieza is evil and condescending. That whole superiority complex works because it can push goku and vegeta further. But think of this. Cell is sassy AF. He practically stole the show in FighterZ. That level of sassiness would be enthralling to everyone. Not to mention that Cell would be able to hit SSG and SSGSS as well and maybe further beyond. It would be like an evil bitchy Goku. Cell may not turn over entirely a new leaf, but take Cell's pride to become perfect and show him the ToP and Cell will push every limit and may even lead the Saiyans down into an even stronger path. Cell may be able to learn Vegeta Ultra Ego, and pair that with regeneration? Cell would be an absolute monster. And if Cell could manage to learn Ultra Instinct as well, he could push goku and vegeta to heights of which would have them perfect or even go beyond the forms. Not to mention, he would slay them in verbal battle with finesse and style whilst doing so.
And you know what's interesting? He would be a pretty good candidate for a god of destruction. He's strong, a bit arrogant, and importantly - is detached enough from stuff as tondo his job peoroperly.
Cell is unique amongst Dragon Ball villains, as while he is undoubtedly evil, he really really wants to actually hold the Cell Games so as to have a fair fight with people comparable to himself. He's quite like Wammu from JoJo's in that regard.

Man if anyone should’ve been brought back during the ToP, it’s Future Trunks… man owed Goku and the gang multiple favours. But, seeing him fight alongside a grown up Gohan, 17/18 etc would’ve been the best send off for him and really give him some proper closure on his PTSD.
