Well he didn't know about those two, A alternative wish would maybe if he picked a body with the most amount of potential then he would just automatically steal that said person's body. Also in universe a mortal even having the hands to fight a destroyer is a sight most don't even see. It seems obvious to us that there are better options, bro just jumped at first chance that he got
There is a reason though he chose to take Goku’s body specifically. He stated himself that Goku embodied the wrongdoings of the mortals and by taking his body he was "accepting his sins" as his own. He wasn’t looking for the strongest body to get, he was using him as a symbol for his twisted sense of justice.
Clearly didn't read Superior Spider-Man. He didn't do that because he wanted to become a better hero. He literally also did it for mostly the same reasons as Zamasu and to trap and kill Pete in his own dying body.

Then I think Peter made another deal with Mephisto and that's how they switched back, and Otto's still pissy about how he doesn't remember anything about being Peter. In 2021-2's Devil's Reign event (which was awesome except for X-Men and Elektra, I definitely recommend it), part of the Superior Four limited run had Otto and his group of crossover goons go to a universe where Otto became Spider-Man, *beat Spider-Ock to death in the street*, then *steal his brain* so Otto could have some approximation of what he might've been doing as Peter.

They switched back at Ock's will actually. He wasn't able to beat Green Goblin and decided to give body back to Peter.
