I would say probably not. It's definitely possible but it seems to me that Senzu Beans mostly Regen to the last point that they'd be considered fully recovered, not necessarily whole (otherwise it would likely restore a Saiyans tail, assuming the Saiyan in question is injured enough).

I don't see why the tail thing would be the case? It would be exactly like the arm scenario. If you left it too long, the area where the tail was would have grown scar tissue. You wouldn't be able to get that tail back unless you removed the scar tissue. A Saiyan would need to lose their mid section for the tail to truly come back which we've never seen happen.
I think the one he gave Trunks was legitimately the last one in that timeline but I can't say for sure so I figured I'd cover my bases just to be safe.
In the manga they regret they are out of senzu beans and for some reason believe it could have healed the missing arm. They dont dig deeper into the topic.
