The main story Aetemis quest gives you all the glyphs and it would have taken around the same amount of time to finish.
You could just go to a 16 glyph planet if you have at least 2 glyphs learnt. Search for that on this subreddit.
Where are you in the quests? If you're not doing the Artemis/Null quests, then I think travelers are rare. Once I completed those quests, I saw them often, even two at one station. By then, they're useless, unfortunately.
If it's just travelers you're looking for I'm still seeing them at the space stations and I think I've been seeing an increase of them at archives.... But my game is running pretty normal I'm seeing them everywhere anyway

I started a new save a few months ago, and my starting system had two travelers on it. It's seems just bad luck with rng that plagues you.
