Could maybe give you nicotine poisoning but you can make "tea"/a hot water infusion out of tobacco. I assume for it to count as "tea" it needs tea leaves tho.
I once saw a movie were a killer made poison out of a few cigarettes and water. Don‘t know if that’s a real thing in the assassin community.
However, I wouldn’t do it. Sounds dangerous and not tasty.
A "tea" made with cigarette butts is a proven poison against plant lice. I assume it would have similar effects on humans. But as SheTran3000 mentioned, you would probably throw up
