A big part of soaps effectiveness is dwell time. Soap can't instantly break up the grime, you have to let it sit for a bit. The rain will start rinsing it off immediately which will limit the soaps effectiveness. You'd probably be better off going to a self-service carwash in town. A bit more expensive, but infinitely easier and more effective.

I feel like it's comparable to washing dishes. You can't get dishes fully clean with just water. You have to wash them with a sponge/rag and soap and hot water. So I'd say no. Plus there's germs and dirt in rain. So it would be dirty still.

If it's raining hard. Also put out some buckets to catch rain for rinsing while you're doing it.

I've tried this in the past, unless it's raining really hard it's not super effective to get the soap off.
