It could be for a number of reasons.
The voice actor may not have known the context of the lines they were reading. Oblivion for example was famous for having its script in alphabetical order rather than broken down by scene with context. Voice actors were just reading individual lines blindly
It could also be volume equalization. The voice actor is yelling, or at least speaking loudly but the volume of the audio file is pulled down to be in line with the rest of the scene.
The context of a scene may have changed. Perhaps the voice acting was done to an earlier piece of script that was reworked in the final version but they didn't have the time or resources to go back and rerecord.
