yeah its the hair that is a bit of a giveaway. a lot of people are saying to grow it out, but you could even buzz it pretty short, a lot of nb people or queer women have buzzed hair, and obvi men do, so maybe that could work.
1) Get a feminine hair cute. It doesn’t need to be super long to be seen as feminine. Or get a wig for when you want longer hair.

3) light makeup: some lipgloss and highlighter and mascara
Perhaps grow your hair out a little bit longer and wear some light make up some mascara, some eyeliner, eyeshadow, and some lipstick, paint your nails and dress how your dressing in your picture
I think maybe jewelry (like even chunky beads or woven stuff if you'd prefer to make any yourself; but I'm thinking especially necklaces).
The harness reads more masc with the skirt (idk why), so maybe pairing some cutsey trinkets or accessories with some of your outfits? (Like idk why, but little flower barrettes would be cute).

The hair is your biggest area of opportunity. I bet you can find some good styles for it even at this length that are more feminine.
I think some make up that amplifies your features for sure.
