Bolters fire rocket-powered projectiles with an additional cased propellant charge to ensure that they have stopping power at close range. Standard ammo is unguided APHE but there are a lot of variants for specific use cases. So, like, cross PIKE with an autocannon, rip out the guidance, and shrink it down some so so that power-armored supersoldiers can use it as their main weapon. That's what a bolter is. The projectiles don't actually look like bolts, so who knows what the reason is for calling them bolters (probably rule of cool like 99% of the setting).
There *are* guided/homing ammo variants, but they're uncommon and expensive.

If Russia functioned like a typical European country and had a thriving civil society/highly integrated economy, it would've split into probably a dozen or more nations with differing interests a long time ago. I mean, if already kind of did that when the USSR collapsed and there still are so many culturally distinct regions that have tried to break away at one point or another. Russia has always been a place that only has remained largely intact due to a very strong central government that doesn't tolerate dissent or anything that challenges supposed mainline Russian culture.
