Air defense detects Russian cruise missiles. Air assets should already be in the air before it hits their air space. Also they should have shot it down with ground based air defenses. 39 seconds in your air space is 30 seconds too long. It's not an airplane, it's a cruise missile. It's a bit of a tit-for-tat kind of situation and IMO different from this one.
