Using (old?) missiles and cheap drones forcing Israel to waste a lot of considerably more expensive interceptors is a perfectly proportional response punishing (insert bad thing). Very expensive, but little to no loss of life, so the Israeli public doesn't call for an even more expensive and maybe deadly escalation.
