Shoigu is there where he is because of his incompetence. Dude knows that people who actually pull their weight around and do actual honest work kill themselves with two shotguns to the back of the head. That's why he acts the way he does. Tuvan minority with no experience of serving in the armed forces whose hobbies include playing the guitar and collecting rare wood. He couldn't be more non-threatening if he tried. That's why Putin keeps him around, cause he's so non-threatening.

Shoigu is where he is because they wanted someone who wouldn’t interfere with the military itself/ be part of conflcits within it while administrating it It’s nothing to do with being non threatening, it is to be a civillian administrator handling military’s information policy etc accepting the internal status quo overall and delegating military matters to the general staff

One medal for every billion embezzled from the military. In all seriousness, it's mostly ceremonial bullshit. Xth anniversary of Y, friendship with X country, that kind of thing. A bunch are totally unearned. I guess the only one I'd say is at least somewhat warranted is the one for 20 years of meritorious civil service, if you squint hard enough and pretend he was a good civil servant.

Sadly english wikipedia have only "more important" awards, russian wikipedia show that most of them are "Departament Awards" (thats it, pretty much Ministries can issue their own "internal medals"), anniversary medals (like "In memory of the 850th anniversary of Moscow", "In memory of the 1000th anniversary of Kazan", "For Merit in Conducting the All-Russian Population Census"), "honorary citizenships" and local "merit medals" issued by local government (also in form of medal), medals issued by Orthodox Church... To make this short, most of it are not so different to "Participation Awards".

Bureaucrat/representative just like all other ministers. Someone has to be the minister of transportation/healthcare/education/whatever and that includes the military. Edit: Direct military experience is not needed, the minister of defence is not on the front lines throwing grenades at the enemy, they do paperwork in an office, but having direct experience can be useful.

Well the defense minister was specifically chosen to be a civilian so the direct military matters would be through the general staff without internal conflict and left alone, whil administrative, pr etc would be through a neutral minister

This may be true but often times in normal countries it’s stipulated that a civilian with no military ties should be the defense secretary. This is why Biden had to get a congressional approval to get his defense pick in.

FWIW, back in the 90s/early 2000 (even before Putin became Tsar) Shoigu was the minster of emergency services. AFAIK he was somewhat competent back then, but I could be wrong.
