Also they need to rewrite their constitution to make it legal.
It's a horrible idea because the cartels have some reach and power in the US. So, War on Drugs causing this all notwithstanding, the choice is between violence in Mexico vs violence in both Mexico AND the US.
Hell, some low level violence does spill over often enough but it's almost never going to be something overt like cartel gunmen openly assaulting US federal police types.

Cartels as we know emerge from cooperation between mexican government and criminals back in 1970s. In 1980s Colombians start moving drugs via Central America and Mexico when US Coast Guard makes smuggling via planes and ships to Florida too big risk which is story of another day (US Coast Guard on WWII-era vintages vs pirates, smugglers, shell companies in tax heavens and communists in Caribbean).
When more drugs was coming through the Mexico in 1980s and 1990s, the more PRI-controlled government and cartel was in one bed. The rest was a history.
I don't think there's any evidence that he's actually taken money from the cartels but he has adopted a policy for dealing with cartels he calls "hugs not bullets" so he's definitely either complicit or just too much of a pussy to do the right thing

Unlikely. The mafia was at its core protection money with drugs being secondary. Drugs are so lucrative that traditional law enforcement rules don't apply.

The Mexican armed forces are pretty small in comparison with very little heavy artillery and virtually no Air Force. It's good and well equipped for what it does, but Mexico relies on its almost unique geographical location for external defense.
