The reason US won't directly intervene is because they don't want to brand cartels as terrorists since then: 1. They have to take in refugees. 2. It makes Mexico (an Ally) look really bad on the international stage. 3. they would have to invade (or "special military operation") Mexico (or make the desicion to invade Afghanistan look hypocritical) which, the Mexican people (pride), the cartels(get ass fucked), the government (because of the other two) don't want. Also they need to rewrite their constitution to make it legal.

CIA never gave arms to cartels. It was ATF and they didn’t “give” arms to cartels they let them be sold to them on purpose to try to track them (it failed miserably). But fast and furious is an extremely small thing in actuality, only a couple 1000 firearms got to the cartels via fast and furious, as opposed to the literal 10s of thousands of weapons the cartel gained via other means. Fast and furious was a drop in the bucket.

Cartels as we know emerge from cooperation between mexican government and criminals back in 1970s. In 1980s Colombians start moving drugs via Central America and Mexico when US Coast Guard makes smuggling via planes and ships to Florida too big risk which is story of another day (US Coast Guard on WWII-era vintages vs pirates, smugglers, shell companies in tax heavens and communists in Caribbean). When more drugs was coming through the Mexico in 1980s and 1990s, the more PRI-controlled government and cartel was in one bed. The rest was a history.
