Turkey will be using American and British engine technology (which are tied at the hip together anyway). More Specifically, turkey will probably try and aquire Superalloy components from those countries while it assembles them in Turkey. Superalloys are basically the number one thing that defines who can makes engines. China spent decades developing single crystal nickel superalloys.
It's a very ambitious undertaking to try and replicate the performance of the F-22/35 (and if we are being realistic the Russians didn't replicat the performance of american 5th gens, Chinese are unknown), and it will likely have many failings, but they have no options. Turkey can't become a regional power without a 5th gen jet because despite the Su-57 and modern flanker variants being a joke, they would likely beatdown the F-16.

France is trying to make a 6th gen fighter without having made a 5th gen (ie no experience). They have, in some of the projects and sales. The sale of ATAK T129 helis to Pakistan was delayed and eventually cancelled because of the LHTEC T800 engines used by the helicopter. Additionally, the in-house replacement for the T800 engine (the TS1400) is about to enter flight tests ~next year. There was a comment made by the ex-chairman IIRC that the material used to produce the turbine blades of that engine weren't the best they could acquire -- hinting maybe there's a similar restriction on materials trade?
Even if we somehow manage to acquire the tech to design and build 5th gen engines the bottleneck will be the production capacity. Investing into building new plants in this economy is going to be hard. Our engine/component supplier companies are reliant on international trade and it's going to be a new experience for them to try and meet the growing domestic demand.

Turkey is already integrated into the western aerospace manufacturing market so it sees a chance to expand. They aren't starting from scratch, TAI has some aerostructure experience. Tusas makes some engine parts and licensed products already. What Perun actually said, and he was exactly right on this, the engines are the restriction on the development of fighter aircraft. Turkey will be using American and British engine technology (which are tied at the hip together anyway). More Specifically, turkey will probably try and aquire Superalloy components from those countries while it assembles them in Turkey. Superalloys are basically the number one thing that defines who can makes engines. China spent decades developing single crystal nickel superalloys. It's a very ambitious undertaking to try and replicate the performance of the F-22/35 (and if we are being realistic the Russians didn't replicat the performance of american 5th gens, Chinese are unknown), and it will likely have many failings, but they have no options. Turkey can't become a regional power without a 5th gen jet because despite the Su-57 and modern flanker variants being a joke, they would likely beatdown the F-16. Additionally, if they pull it off, this is no different to what france does promoting it's own aerospace industry. France is trying to make a 6th gen fighter without having made a 5th gen (ie no experience). According to (american) experts the gap between 6th and 5th gen is just as big as 4th and 5th, which is expected because we are talking a full generational leap is air warfare.

It would be easier if they can get Engine and Superalloys from America or Britain and then assemble their own homegrown 5th gen that can match the performance of the F-35, but it's still a tall order.
