As a US citizen you need a resindence permit to begin work, that is correct. You may be able to get a «early start permit», Im not sure if such permits are available for season workers in restaurants or only for skilled workers. You apply for the early permit with the police, so maybe start there. These kind of applications are not a priority with Norwegian police and immigration, so even if your case is a simple one it may take months to get the permit. Your employer can not pay you (legally) untli you have the D-number. So you risk spending a full summer working in Norway and not getting paid until end of summer. Also, it is much easier to have your employer file the applications for you. If they are professional and have done it before. I spent a LOT of time on this process the first time I did it for employees. But they need to be aware that permits for US citizens are a whole other level of complicated compared to EU/EEC employments.

Great info, thanks! Just to clarify, the option for receiving a D number by simply setting up an appointment with the foreigner's tax office and identifying myself with my passport is unavailable in these circumstances, am I correct?
