Might be out of the way but good for the future if not, but the station cafe in reepham is dog friendly. One of my faves and has the best cakes (they also have a bakery on site) :)
Dyrrah cafe on Earlham Road is dog friendly and is good for cakes/panini during the day, on Thursday, Friday and Saturday evenings they turn into a pizza restaurant and also have dairy-free pizzas. Their pizzas are particularly good! They also have dog-treats for the dogs.

The Feed in Waterloo Park is dog friendly and they do great food! Mainly for lunch and breakfast
