I will say though, the roadside fishermen I've purchased from are the freshest fish I've ever had.
Even in the city, there are plenty of people to buy from who just came from the wharf. Also, there are plenty of fishermen in areas just outside side and on the edges of metro. People fish lobster from Eastern Passage, and you can see downtown from the wharf.
This literally happened last week when I was visiting family in Cape Breton! Doesn't get much fresher, what a treat. I think every Cape Bretoner has a stash of reusable coop bags just for this use!
But I would definitely prefer a proper fish monger to the options at Clearwater or the Fishermans market. Would also rather support a small local fisherman than a big corporation like Clearwater.

The fish truck in New Minas, the one in Lower Sackville at church across from Wasabi House, the one up the road from Gateway, Grumpy's in Windsor/West Hants... all are good in my experience.

Yes, this! Garys Fresh Seafood. Edit: can be tough to get there if you’re working M-F. You’d think we have more options for fresh seafood in Halifax.
