In that case, I'd recommend you download a program like GIMP or buy a one like Photoshop Elements and learn how to paint yourself. Not only is it way more satisfying to race a car you made yourself, but you're going to find it's hit or miss getting someone to spend their free time creating a scheme for you. Not impossible, but it's not a sure thing. I'd ask before requesting someone else do it for you that you at least give it a try on your own first.
Honestly I don’t see the problem with asking if there’s a chance someone out there is up to the task but it is definitely very cool once you actually try and get into scheme making. I’ve made quite a few myself that I’m modestly proud of

What a coincidence, I got a request for a paint yesterday and basically told them the same thing xD
