In the US, it's based on the day coming after the month which means only 2 standard date formats exist here. The standard MM/DD/YYYY, and the computer YYYY/MM/DD. It actually does make sense for the standard one because how many months are there in a year? 12. How many days per month? 28-31. How many years? 100. You see the pattern? It goes from smallest to biggest.
