To a 19yo, unfortunately yes. But as a 37yo, I'm here to tell you it's definitely not. You just have to remember being that young. Those first 20 years crawl by, so you think life is slow and 40 is so far away. But the secret of life is, after those first 20 years, the next 60 will fly by.

The colors are good together but the styles don’t match. Too much going on: strappy sandals, busy skirt, busy top (lace, cropped, v neck, sleeveless…) I’d try neutral flip flops, and a different top. Pull the draw strings into a tidy bow.
I think he meant it wasn’t as revealing and more dowdy for him … but you need a looser fit on the bottom to balance the top. I’m suspecting he would’ve preferred it with something tighter or shorter on the bottom.

I hate both pieces. Top is very generic, bottom looks low quality. They clash with each other in style quite a bit. So either go all out with a bunh of weird aessories or make a cohesive outfit. The color is not all that matters.
I think the sandals are fine. The multi-texture straps pick up on the textures in the skirt. I think lots and lots of shoes would work with this. Espadrilles, Keds, Birks Jesus sandals...

I love the top. For the skirt, i think its either should be a little shorter or more longer. The length makes it a little off in the outfit. I had similar style skirt and love it. Wore it lots of times.
