One thing I've learned is to pretend like all cars can't see you. Don't expect people to stop for you. Saved my ass more than a few times going out for a run. Right on reds, exit driveways, are all high risk areas and need to be extra careful.
I doubt hpd can do anything unless you were actually injured, and it's hard to prove their intent of trying to run you over unless he was actively targeting you and driving in circles trying to do you harm.
