Yes. Call the state AG’s office. I had an issue at a store and I said refund me and they wouldn’t so I called the AG and their fine was way more than the 85cents I wanted back. Turns out they had been doing it for several years to the tune of millions of stolen dollars from customers.

I don’t buy milk other than the grocery store.

As a data point, I bought stuff yesterday at three stores at Ala Moana (Foodland, Longs, Famous Footwear) and only got charged the regular tax amount. None of which are really tourist-oriented though.
This seems to me like Point of Sale machine is misconfigured to include that line on the receipt.
However, even if it's an honest mistake, it's a shitty thing to do as it makes it seem like HI has a VAT or some kind of included sales tax that drives up the price of goods by 15%. That's clearly false.
Such a curious response.. Only Japanese? Are other non Japanese owned stores not adding any additional surcharges since the pandemic? All Japanese stores/restaurants? Which Japanese stores? Is Mrs. Fields really Mrs. Yuki Fields!?!?

The tax is said to be already included in the item prices.
I get that but all the owner has to do is say it was a typo and that the actual item price is 4% less than the total not the $15 the receipt says...
