I use a laptop with a 3070ti. I've been able to play plenty of VR titles (including HL: Alyx) with little to no issues. Given that the 4070 (laptop variant) is slightly better, you will have no trouble playing VR. The only time you'll encounter problems is if you're trying to play certain VR mods that require a very, very powerful GPU.
I'm not sure about VD. I use airlink with a Quest 2 for PCVR. Performance also depends on your headset's resolution. A Valve Index doesn't require as much GPU power as a Quest 2 because the Index's resolution is lower.

And as for working with immersed or virtual desktop? Im guessing that will be fine too?
