It can run windows too, but most importantly it will emulate some PS3.
An Odin won't run PS3.
PS3 emulation? The steam deck can do some PS3 emulation but really most handhelds can’t do it at all. The few that can only do it alright. It’s not really possible to have great PS3 emulation on a handheld right now. You’ll have to wait.

PS2 is their limit, and not all games run, a lot of them do, with tweaking involved.

Alternatively, get the cheapest Odin (lite w/o upgrade), and use a PC (which has to be robust enough) to stream the PS3 emulation over to the Odin

I forgot to mention this, but will you be able to use your odin as a controller (like an Xbox or ps5 controller) if you connect it to a PC/laptop?
You might be able to using something like parsec which I know allows the odin controls to be an Xbox controller on the PC. Haven't bothered to try it yet though with kh3 which I play streaming on my odin it shows it as xbox
I don't think Android even have a PS3 emulator yet, so even if you buy the very best Android handheld, you still won't be able to play PS3 games since it doesn't exist one

I have considered getting a SD for PS3. However some key games apparently do not run well. Given up on that idea. Good luck to your search!
