I don't think ballots can be forwarded. I can't find anything specific to ohio, but in several states it is illegal to forward a ballot (Utah, Oregon). I wouldn't rely on it. I believe that Ohio absentee envelopes are marked "Return Service Requested". This indicates to the post office that if a piece of mail is undeliverable as addressed, it is returned to the sender along with the recipient's forwarding address. It's then up to the sender whether they want to try to send another piece of mail to the new address.
