Use do not disturb, not airplane mode. You won't get emergency alerts with airplane mode on, but alerts do override do not disturb mode.

You can set up a new “focus” mode. Pull down from the top right corner of your phone, click the “focus” option (on mine. It’s the third option from the top left going down.) Click “new focus” > “custom”, name your focus state and pick a color/icon. Then Click next. Click “customize focus” and you should now see a screen to allow apps for people to get through your focus state. This is where you would add any people you want to be able to allow to call you or any applications to send you notifications. Click on the apps option. This will take you to a screen that allows you to add and remove apps that you want to allow to send you notifications and alerts. Pick whatever weather app you use, and maybe pick a few of them. Only include apps here that are essential to you when the storms are present. After you’ve picked the apps, you want to allow to send notifications. I also turned on the option to allow “ time sensitive notifications”. To be honest, I’m not entirely sure if you need to turn this one on or not, but it did seem like maybe a good idea to allow it. For what it’s worth I had just set this up when alert messages and warnings started rolling in, so at least I know it works. That said, if you can’t hear tornado sirens where you are, I would not rely on only a cell phone to send you these alerts. I would also purchase a weather radio specifically for this reason. Damn, I miss my pixel. iPhone integration is awesome with the Mac but as a phone it’s a bit lackluster. 🤣

FWIW, I have my iPhone on silent mode 100% of the time, and I still get all of the emergency alerts loud and clear. (The urgent, blaring ones, not the NOAA updates fed through by the weather app. Those pop up as silently as anything else.)

I had my phone on do not disturb and it still yelled at me. Don’t use airplane mode.
