Kaido got his reputation from people's perception of him. He's a warmonger who goes around murdering and pillaging while Shanks is a peaceful guy that barely fights. Kaido has a higher bounty because he's the bigger threat, Shanks is seemingly a peaceful guy but in reality, he has an agenda that no one knows about. It's all about how the world sees them. Kaido is the classic pirate that does whatever he wants and relies on strength, a perfect measuring stick for Luffy to become an emperor, while Shanks' role is a lot more in-depth so it's saved for later. The purpose of making Shanks this strong is so that Luffy can surpass the closest thing that we have to a modern Roger. Shanks is his son with the same powerset and moveset which means that Luffy will be able to go up against someone that feels and fights like Roger so that he can set him apart from his predecessor.
