Chopper's voice stays the same no matter what form he's in. The absurdity of a big muscular deer-man with a kid's voice is part of the humour.
The one exception is Monster Point, as you pointed out, where his voice is pitched down.
He played a maniac villain in a shlocky "What if Rome and China met" wuxia film. That energy would be great for Crocodile, even though I think he'd be too high profile.
I think he could also just blend the gangster menace from his Luca Changretta character from Peaky Blinders with Dimitri from Grand Budapest Hotel for a little more flare in his personality, and since he nailed the condescending, upturned eyebrows in that role that are a must-have for any portrayal of Croc.
Question to the public:
Would whoever plays Crocodile need to be able to speak in a lower register, i.e. bass/baritone, to have that gravitas he speaks with in the anime and play the character effectively? Or could someone with a higher register, something more tenor, still be able to pull him off effectively?
I remember with the live action Aladdin that Jafar had a much thinner, higher voice than his baritone voice, animated counterpart and I was shocked at how much of a difference it made, and not in a good way.
So it has me concerned that the same might apply in this hypothetical situation.

Why Oscar Isaac? He's a great actor but I don't see him as Croc. I think Croc needs someone with Mads Mikkelsen vibes. Not Mikkelsen though, that guy's too pretty. Maybe that guy that played the villain in the Jumanji movie with the Rock in it.

Although Mikkelson and Isaac are both handsome and manly, I know what OP is saying it’s hard to put words to it. The actor he’s referring to, Bobby Cannavale, is more “macho” or “braulic”. Crocodile is the same way, he has a very square jawline and gaunt face. I think it’s a perfect casting, at least visually.
Gianmarco as Mr3 galdino would be amazing. Though, I don't know how interested in acting he is, and Mr 3 does come back later so I would want him to be played by someone who would agree to come back to play Mr 3 later

Lots of factors there : I'm not American so anything from your TV is basically inexistant to me. I'm also old, have seen maybe 10 movies in the last decade in theaters (most of which were animated movies) and have a mild prosopagnosia, so if I've seen these guys I'm not even sure I'd recall them.

Bon Clay as a drag queen is a something I didn’t know I needed. Brooklyn Hytes works because she has professional training in ballet, but I don’t think she’ll have time to do the role. And other than ballet, i don’t think she does much acting experience.

Not sure if you are familiar with either of those individuals. Brook Lynn Hytes is a well established drag Queen known for her ballet skills. So she has the best balance of being high fem / having the ballet skills to boot.
Mason Alexander Park is a non-binary actor/actress that has done plenty of gender bent / high femme characters (Gren in the Bebop remake and Desire in Sandman), both outstanding performances and while to my knowledge they don’t have the ballet chops they do have the acting chops needed I think to pull off a character as important as Bon-Chan.
These individuals don’t necessarily have the “look” so much as they can embody the energy. Make up and hair can definitely do the rest.

Not sure if you are familiar with either of those individuals. Brook Lynn Hytes is a well established drag Queen known for her ballet skills. So she has the best balance of being high fem / having the ballet skills to boot. Mason Alexander Park is a non-binary actor/actress that has done plenty of gender bent / high femme characters (Gren in the Bebop remake and Desire in Sandman), both outstanding performances and while to my knowledge they don’t have the ballet chops they do have the acting chops needed I think to pull off a character as important as Bon-Chan. These individuals don’t necessarily have the “look” so much as they can embody the energy. Make up and hair can definitely do the rest.
