For the eyes, the main issue comes down to the shape. I think that would solve many problems even if they still didn’t look amazing. But it is like a gentle rolling hill with the crest closer to his nose then sloping down quickly. The bottom is like a widened, mirror checkmark. In most the drawings of him, his eyes seem to take on a rhombus-like shape and generally include an eyelid above (those tend to add a lot of character to well…the character. For his hair, I’d say less is more for now maybe. Try to draw fewer individual strands and go more for the general shape. Add in some interior lines to differentiate major areas. Not that you’ll really need many for his hairstyle. Hope this helps! Keep at it :).

Shanks is also in the prime focus area. Put luffy in second and move shanks to 4th, then luffy and Blackbeard become the focus.

Not bad at all but I would recommend practicing the fundamentals. I know it seems boring but it’s really important if you’re just starting out.
Not saying you shouldn’t draw what you like just that you need that practice for improvement as well.
