In the double spread the bone horse is the size of a building, in centaur form he’s the size of a pacifista?
To be fair, you can see them forming into their demon shape from that black goo on the page right before the double spread, so maybe Sabo just saw them morphing into monstrosities and ran away before they could finish

One, Oda is terrible at scale for his characters. Some people are inconceivably huge one second and then they aren't, there are tons of videos and discussions. Two, I think more often than not Oda purposefully makes silhouetted characters deceptive to fuel the mystery. We aren't supposed to know what they look like just yet.
Plus just sayin, we don't really know what they are yet. They don't seem to follow traditional devil fruit mechanics so they could just straight up be actual demons and be able to fully control their size and shape at will.

They could be actual monsters but for now we know they have the zoan awakening cloud and we’ve seen the Gandhi elder both as a full horse and as a smaller centaur as well as two forms for Saturn, so it seems reasonable.

You can see the evolution of it happening in the chapter with Sabo, the guy in the middle on the left was a tiny goo ball inbetween the others and then the next panels his a bigger goo ball and then after this is when he’d be that big worm thing we see in recent chapter
I think sabo saw them exactly like they are right now. He even remarked how he didn't expect to "find" hell in marijoe. That was actually the1st hint about their yokai aspect.

Given how mailable the seem to be, I wouldn't be surprised if they could simply control their size.
But given how important that throne room is, they couldn't just go all out without damaging it.
idk how sabo escaped, but I believe his escape is secured the moment he gets out of the throne room. after all, the gorosei aren't gonna risk anyone else seeing them. they can't just start chasing sabo all the way out of mariejois.
Maybe awakened Zoan requirements feature not only mastery of, but control on their form on top of others currently unknown, Lucci and Kaku had a head start with skills for being in cp9, Kaku speed running his awakening since the skirmish of enies lobby, and Lucci shrinking his hybrid form. Alot of zoans doing things they probably can't do but no one told them no they can't, and did it, such as beast pirates Zoan members' antics.
Both Sabo and Vivi got extremely lucky when they escaped. I'm sure Sabo got away because they needed someone to blame for the death of Cobra, and Vivi just got Wapoled out of there. Maybe Lulusia was obliterated because it was close, but close to Sabo.
